These entities have unique authority to create legal frameworks, enforce compliance, and coordinate cross-border responses to TFGBV.

However, significant gaps remain - 110 countries have no legislation addressing intimate image abuse, 18 countries have insufficient laws, and only 67 countries have sufficient laws (Humane Intelligence, 2025). The global nature of online platforms creates complex jurisdictional hurdles, with legislative frameworks often not equipped to handle cases where content is stored across different countries. Some regulators, like Australia's eSafety Commissioner, have achieved notable impact, showing a 98% success rate in removing reported intimate image abuse material across 947 locations and 191 platforms (eSafety Commissioner, 2024)
